Why September Is the Most Important Month for AEP Brokers
Most Medicare brokers think AEP starts October 15. The most successful ones know it effectively starts in September — or even earlier. The preparation window between now and October 15 determines your entire selling season. Carriers finalize ready-to-sell status. Annual Notices of Change (ANOCs) arrive in client mailboxes by September 30. New CMS marketing rules take effect October 1. And the brokers who spend September preparing are the ones submitting enrollments on October 15 while others are still sorting out their paperwork.
AEP 2026 covers 54 days — October 15 through December 7, 2026. Every enrollment submitted by December 7 takes effect January 1, 2027. That means your clients’ 2027 coverage depends entirely on the plan reviews and conversations you have between now and December 7. Use this checklist to make sure nothing slips.
September 30 — Plans must mail Annual Notices of Change (ANOCs) to current enrollees
October 1 — New CMS 2027 marketing rules take effect (SOA changes, TPMO rules)
October 15 — AEP opens. Enrollments can be submitted.
December 7 — AEP closes. Last day to submit changes for January 1, 2027 effective date.
January 1, 2027 — All AEP election changes take effect.
Certification Checklist: AHIP, Carrier Certs, Ready-to-Sell Status
Before a broker can legally submit a single Medicare Advantage or Part D enrollment application during AEP, they must hold a valid certification chain: AHIP (or an approved equivalent) plus each carrier’s own product training. Most carriers impose certification blackout periods beginning September 1 or October 1, after which no new certifications are processed until after AEP. If you are not already certified as of mid-September, your window is closing.
AHIP 2027 Certification
The AHIP 2027 Medicare + FWA training launched June 22, 2026 and is required by virtually every Medicare Advantage and Part D carrier. Completing AHIP 2027 covers your certification for both the remainder of 2026 and all of 2027 selling. If you have not yet completed it, access your certification through the OIM discount link available through Affordable Care Agents — it is one of the fastest ways to reduce the cost of your annual certification requirement.
Carrier Certification Status
Every carrier you sell runs its own product certification on top of AHIP. Ready-to-sell (RTS) status is issued by the carrier once they confirm your license, appointment, AHIP completion, and product training are all current. Common carrier certification timelines for AEP 2026 certification blackouts vary — many major carriers including Humana, UHC, and Aetna historically stop processing new certifications by September 1 to October 1. Verify your RTS status with every carrier on your selling roster before October 15.
- Log into each carrier portal and confirm RTS status shows active
- Verify your state license is current and will not expire during AEP
- Confirm your contracting with each carrier is active — not in pending or terminated status
- Verify your Errors and Omissions (E&O) coverage is current
- If selling through an FMO, confirm your downline contracting is correctly set up
Broker Takeaway
If any carrier shows you as not ready-to-sell on October 15, you cannot submit enrollments for that carrier’s plans — period. Run your carrier portal checks now. Don’t wait until October 14 to discover a contracting gap that takes a week to fix.
New CMS Marketing Rules Taking Effect October 1, 2026
This AEP is different from any in recent memory. CMS published the CY 2027 Medicare Advantage and Part D Final Rule (CMS-4208-F3) on April 6, 2026, and its marketing provisions take effect October 1, 2026 — just 15 days before AEP opens. Brokers who show up on October 15 using old compliance procedures will be out of step with the current rules from the very first day.
The 48-Hour SOA Rule Is Eliminated
The mandatory 48-hour waiting period between a beneficiary completing a Scope of Appointment and the broker conducting a personal marketing appointment has been eliminated effective October 1, 2026. Brokers can now schedule and hold a sales appointment the same day a beneficiary completes the SOA — if the beneficiary is ready. The SOA itself is still required before a personal marketing appointment. What is eliminated is the waiting period, not the documentation requirement.
The 12-Hour Educational Event Buffer Is Eliminated
The requirement that brokers wait 12 hours between an educational event and a marketing event at the same location is also eliminated effective October 1, 2026. This gives brokers more flexibility in how they structure community outreach events and follow-on marketing conversations.
TPMO Disclaimer Timing Changes
For Third-Party Marketing Organizations (TPMOs), the requirement that the CMS-required disclaimer appear within the first 60 seconds of a call has been modified under the new rule. Brokers who work through or as TPMOs should review the updated TPMO disclaimer rules with their compliance team and verify that scripts, recordings, and call flows are updated before October 1.
ANOC Season: How to Turn Client Notices Into Appointments
By September 30, every Medicare plan is required to mail an Annual Notice of Change (ANOC) to all currently enrolled members. The ANOC tells clients exactly what is changing about their plan for the upcoming year — premiums, copays, deductibles, drug formularies, network changes, and any supplemental benefits that are being added or reduced. This document is your most powerful AEP sales tool, and it lands in your clients’ mailboxes before AEP even opens.
How to Use ANOCs Strategically
- Pull your client roster now. Know which clients are enrolled in which plans so you can anticipate which ANOCs carry the biggest impact. Plans with significant benefit reductions or premium increases are your highest-priority outreach targets.
- Research plan changes before calling. Many carriers have already announced their 2027 benefit changes publicly. Know the changes before the client calls you.
- Time your outreach to coincide with ANOC delivery. A call or text the week of October 1–7 — while the ANOC is fresh — significantly increases response rates compared to waiting until AEP opens.
- Create a simple ANOC review script. Guide clients through their ANOC in plain language. Your ability to explain the notice clearly builds trust and positions you as the expert.
- Flag disruption cases. If a client’s plan is exiting the market in their county or significantly cutting benefits, treat that as a priority outreach case. These clients need a plan change and your help finding the right one.
Broker Takeaway
Treat every ANOC as a review trigger, not a document to file. The clients who get a proactive call from their broker before AEP opens are far more likely to stay enrolled — and to refer friends and family when they hear how well their broker took care of them.
CRM and Client Database: Get Your Book AEP-Ready
Your CRM is your AEP command center. A clean, complete, well-tagged client database is the difference between a reactive AEP and a proactive one. The 30 days before AEP are the most valuable time you have to organize your book — not the 30 days during AEP when you should be enrolling.
Pre-AEP CRM Tasks
- Verify client contact information — phone numbers, email addresses, and mailing addresses
- Tag clients by current plan and carrier so you can filter by plan change impact
- Identify clients turning 65 in Q4 2026 — they may be eligible for Initial Enrollment Periods running alongside AEP
- Flag clients in plans that are exiting or significantly changing for 2027
- Schedule AEP review calls for your entire book starting October 1 — not October 15
- Ensure SOA capture and storage is set up and compliant in your CRM workflow
- Confirm call recording and documentation retention settings meet carrier requirements
Lead Strategy and Marketing Compliance for AEP 2026
AEP lead generation is a well-established market, and the brokers who lock in their lead strategy before October 15 outperform those who scramble at the last minute. At the same time, the rules around Medicare marketing compliance require careful attention — particularly for digital advertising, event marketing, and outbound calling.
Lead Sources to Evaluate Before AEP
- Your existing book of business — the highest-ROI lead source you have. Every client you retain and review is a client your competitor cannot take.
- Referral networks — clients who trust you will refer friends, family, and neighbors if asked. Build a simple referral ask into every AEP review conversation.
- Community outreach events — Medicare educational events at senior centers, libraries, and community venues. With the 12-hour educational-to-marketing gap eliminated, you have more flexibility in how you structure these events.
- Digital lead vendors — research lead quality and compliance practices carefully. TCPA and CMS marketing rules apply to all leads generated on your behalf.
- T65 lists — turning-65 prospects who will be aging into Medicare during Q4 2026 through Q1 2027. Lock in your T65 outreach early.
AEP Marketing Compliance Reminders
- All marketing materials must be approved by your carrier(s) before use during AEP
- Do not use CMS logos, Medicare branding, or government seals in your materials without authorization
- Scope of Appointment must be completed before any personal marketing appointment
- Educational events must not cross over into marketing events without proper transitions and documentation
- Recording and retention requirements remain in effect — verify your call recording system is active
Broker Takeaway
The new rules give you more operational flexibility — but compliance is still the foundation of a sustainable Medicare practice. Every enrollment you write during AEP represents a client relationship and a residual commission that can pay you for years. Protect that book by staying fully compliant from day one.
