Beginning July 1, 2025, UnitedHealthcare (UHC) will implement major commission changes to its Medicare Advantage product line in New York State, affecting brokers statewide.

If you’re a licensed agent working with UHC or AARP-branded Medicare Advantage plans, these updates directly impact your portfolio — but they also present an opportunity to pivot and serve your clients more effectively.

❌ UHC Plans That Will Become Non-Commissionable (Effective July 1, 2025)

The following Medicare Advantage HMO-POS and PPO plans will no longer pay commissions in New York:

HMO-POS Plans

  • H3379-041-000 – AARP Medicare Advantage UHC NY-0008

  • H3379-045-000 – UHC NY-0010

  • H3379-050-000 – UHC NY-0024

  • H3379-051-000 – UHC NY-0028

  • H3387-013-000 – UHC Dual Complete NY-Y001

PPO & Regional PPO Plans

  • H3418-007-000 – UHC NY-0018

  • H3418-009-000 – UHC NY-0025

  • H3418-010-000 – UHC NY-0026

  • R5342-002-000 – UHC Medicare Advantage Patriot No Rx NY-MA02

  • R5342-005-000 – UHC NY-0021

  • H2001-063-001 – UHC Dual Complete NY-S001 (Fulton County only)

✅ Plans That Remain Commissionable

Only a select few D-SNP (Dual Special Needs Plans) will remain commissionable:

  • H3387-015-002 – UHC Dual Complete

  • H3387-014-002 – UHC Dual Complete

  • H0271-060-001 – UHC Dual Complete

These plans remain viable options for qualifying dual-eligible beneficiaries and should be the focus of your UHC-based strategy moving forward.

💡 Broker Strategy: A Key Opportunity to Pivot

With the loss of commission eligibility for most UHC MAPD plans in New York, now is the time to evaluate your client base. This policy change creates a window of opportunity to:

  • Review existing enrollments on impacted plans

  • Proactively reach out to affected clients

  • Offer alternative options from commissionable carriers

  • Preserve your book of business and avoid attrition
